January 21, 2004

On Wednesday, January 21, 2004, the NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers' Club for their monthly meeting. The meeting began at 7:00 p.m. and ended at 8:40 p.m.

In attendance were John Vitkevich, David Brown, Christopher Burnett, James Myers, Thurston Gray, Thomas Reardon, Howard Porter, Michael Simmons, Claudette Weissinger, Kathy Abbass, Donald Elbert, Todd Bober (EFANE), Curtis Frye (EFANE), David Dorocz (NAVSTA), Commander Robert McLaughlin (NAVSTA), Gregg Kohlweiss (NAVSTA), Amanda Cerise (NAVSTA), Kathy Marley (NAVSTA), Paul Kulpa (RIDEM), and Kymberlee Keckler (USEPA).

Mr. John Vitkevich opened the meeting and welcomed the group.

Mr. Vitkevich announced that there is a new Installation Restoration Program Manager for Naval Station Newport. Ms. Amanda Cerise was introduced and welcomed by the group.


The following change is made to the November 19th meeting minutes:

Ms. Claudette Weissinger offered to contact the RAB membership to solicit candidates for the annual Community Co-chair election.

Mr. Vitkevich stated the November minutes are amended to include the statement, which was seconded and carried.

Mr. Thurston Gray reminded the RAB that the RAB Mission Statement states that the Community Co-chair election is to be held in the month of February.

Mr. Vitkevich made a motion to the board to move the Community Co-chair election to February, by way of the Mission Statement, which was second and then carried.


Enclosure (1) is the Committee Planning Schedule. The planning schedule includes added presentations and schedule changes, as shown on the enclosure.

Mr. Curtis Frye told the RAB that an OFFTA Mound Removal Site Presentation by Navy Contractor has been added to the planning schedule. The Old Firefighting Training Area (OFFTA) presentation is scheduled for March.

Mr. John Vitkevich asked the EFA Representative when the OFFTA mound removal project will begin. Mr. Curtis Frye stated that the mound removal project is scheduled to begin in the summer of 2004.

Ms. Kymberlee Keckler told the RAB that the plan is to remove the mounds from the OFFTA site in 2004 and perform the on-shore soil excavation in 2005.

Mr. Vitkevich made a motion to accept the updated planning schedule, which was seconded and carried by the membership.


Enclosure (2) is the detailed Guidance for the RAB Administration and Support Funding. The guidance gives detailed information on funding RAB administrative support to conduct of the RAB.

Enclosure (3) is a copy of the slide show presented. The enclosure lists examples of allowable and prohibited funding. Mr. David Dorocz stated that the administrative support funds for the RAB are separate from the site remediation funding.

Mr. David Dorocz stated the RAB committees may help to decide what goods and services are needed to administer the RAB throughout the year. The planned funding for FY 04 is detailed in enclosure (3).

Mr. John Vitkevich announced that the remaining RAB support funding for FY 04 will be reviewed as part of the Co-Chair(s) Presentation - IRP Roadmap and RAB Support Funding FY04 presentation, scheduled for February.


Enclosure (4) is a fact sheet on the Technical Assistance for Public Participation program. The DOD TAPP program provides the means for the government to obtain alternative support for RABs that desire technical assistance.

Enclosure (5) is a copy of the slide show presented. The enclosure details the purpose and goals of the TAPP program. Dr. David Brown suggested that the RAB further discuss how to make TAPP grants more effective and useful at upcoming meetings.

Mr. David Dorocz stated that a request has been made to obtain a list of TAPP projects approved by the Navy. He further stated that by reviewing the list the RAB would gain a better understanding of how to meet the criteria for participation in TAPP.

Ms. Keckler stated that DOD TAPP grant eligibility is similar to the eligibility requirements of the USEPA Technical Assistance Grant (TAG) Program.

Mr. David Dorocz stated that TAPP cannot be used to perform further Installation Restoration site studies. He further stated the TAPP can be used to provide further technical assistance to the RAB.

Mr. David Dorocz stated that an example of obtaining alternative support for the RAB would be to provide technical assistance training, such as a lecture on specific restoration issues.


Education Committee - Kathy Abbass

Dr. Kathy Abbass stated the introductory training document has been completed. The final draft will include new graphics and will be distributed to new RAB members.

Dr. Abbass requested the RAB manual titled "The Naval Station Newport Remediation Program" be produced and distributed to the RAB, as well as the local libraries.

Membership Committee - Thurston Gray

Mr. Gray stated a Membership Committee Presentation is scheduled for the next RAB in February. Mr. Gray asked that the membership review the RAB Mission Statement, prior to the meeting. A copy of the Mission Statement may be found on the RAB website at www.rabnewportri.org.

Mr. Thurston Gray announced there were two new guests attending the meeting. Mr. Michael Simmons and Mr. Donald Elbert were attending the meeting as observers and prospective new members.

Project Committee - Emmet Turley

No committee report. Committee Chair was not present.


Mr. John Vitkevich announced that there will be an election held for each Committee Chair. The Committee Chair(s) election is to be held at the next RAB meeting in February.

NEXT MEETING The next meeting of the RAB will be on February 18, 2004, at 7:00 p.m., at the Officers Club.
