CALL TO ORDER
The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers’ Club for their
bimonthly meeting on Wednesday, January 19, 2011. The meeting started at 6:00 p.m.

David Dorocz, the Navy Co-Chair, opened the meeting and welcomed the group.
APPROVAL OF PREVIOUS MINUTES
The minutes from the November meeting were approved.
GOULD ISLAND PHASE 2 REMEDIAL INVESTIGATION AND BASELINE ECOLOGICAL RISK ASSESSMENT
Steve Parker (Tetra Tech) presented a summary of the Navy’s recent work at Site 17, Building 32 Area,
on Gould Island. The Phase 2 Remedial Investigation and Baseline Ecological Risk Assessment Report
was completed as a draft in December 2010. Field work in 2010 included soil sampling, sediment
sampling, shellfish sampling, and ecological testing of sediment. As part of the Phase 1 RI, Human
health risks were identified for industrial/construction workers, recreational visitors, and persons eating shellfish. Ecological risks were identified in this Phase 2 RI, particularly as a result of PCBs in the Stillwater Area. A sediment transport model and a Feasibility Study will be completed in 2011. A Record of Decision is planned for 2012. The presentation is provided as enclosure (2).
Christopher Burnett asked if there were signs on Gould Island to warn people not to swim or wade there. Dave Dorocz said he would look into the issue and give a progress report at the next RAB meeting. John Vitkevich asked what the future use of the property is. Dave Dorocz replied that the intended future use will be the same as the current use.
Dave Dorocz announced that the Navy will continue to fund the community RAB website. There will now be two websites for the RAB – the community website and the Navy website. Future newspaper advertisements will list both websites. The community website can link to the Navy website, but the Navy website cannot provide a link to the community website.
Dave Dorocz announced that 2014 is the DOD goal, but that there will still be money available after that date.
Dr. Kathy Abbass requested an updated version of the progress chart. A new version is included as enclosure (3).
FIELD WORK UPDATE
Field work at Coddington Cove Rubble Fill (CCRF) area was completed last month. Field work for Derecktor onshore is planned for February. No field work is currently underway.
Thurston Gray reported that 8 of 17 members were present at the meeting. One was excused (Dan Sullivan). Dave Dorocz announced the resignation of Tom McGrath and read his resignation letter.
Dave Dorocz announced that there would be an open house at the high school to present the Navys evaluation of some of the IR sites for use for wind turbines. The open house will be held on January 27, 2011 at 4PM – 8 PM at the Middletown High School.
The next meeting of the RAB will be held on March 16, 2011 at 6:00 p.m.
