RESTORATION ADVISORY BOARD MINUTES
NOVEMBER 14, 2007 MEETING

CALL TO ORDER

The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers’ Club for their bimonthly meeting on Wednesday, November 14, 2007. The meeting started at 7:00 p.m. and adjourned at 9:00 p.m.

Dr. Kathy Abbass, the Community Co-Chair, opened the meeting and welcomed the group.

APPROVAL OF PREVIOUS MINUTES

The minutes from the September meeting were approved.

PRESENTATIONS

Soil Removal at the Former Melville Water Tower

The water tower summary presentation is enclosed (see enclosure (2)). Soil removal at the former Melville Water Tower was completed in August of 2007. The construction fence was removed at the end of October. Soil with lead above the residential standard of 150 mg/kg (parts per million) was removed. More than 600 tons of hazardous lead-contaminated soil was disposed of at a facility in Michigan. More than 900 tons of non-hazardous soil was used as daily cover at a landfill in Massachusetts.

Status Report

Work completed in the previous fiscal year and work planned for the upcoming fiscal year was summarized. The full presentations are provided as enclosure (3) and enclosure (4). An ESD (Explanation of Significant Difference) was prepared for the McAllister Point Landfill, field work was partially completed at the NUSC Disposal Area, a stone revetment was designed to protect the shoreline at the Old Fire Fighting Training Area, a risk assessment, remedial investigation work plan, and feasibility study were prepared for Tank Farms 4 and 5, Gould Island, and Derecktor Shipyard, respectively. A draft report was prepared for the background soil investigation and a draft work plan was prepared for the former Carr Point Shooting Range. In total, $6.3M was expended. Work planned for the current fiscal year (08) includes continued monitoring at the McAllister Point Landfill, completion of the fieldwork at the NUSC Disposal Area, a soil removal action and construction of the stone revetment at the Old Fire Fighting Training Area, demolition of the temporary water treatment facility and building at Tank Farm 5, and preparation of a Record of Decision for the offshore portion and onshore field work at Derecktor Shipyard. A total of $3.6M is budgeted for the work.

Project Committee – There was no report.

NEXT MEETING

The Community Co-chair election will be held at the next meeting of the RAB on January 16, 2008, at 7:00 p.m. at the Officers’ Club.
