RESTORATION ADVISORY BOARD MINUTES
September 15, 2010 MEETING

CALL TO ORDER

The NAVSTA Newport Restoration Advisory Board (RAB) gathered at the Officers’ Club for their bimonthly meeting on Wednesday, September 15, 2010. The meeting started at 6:00 p.m. and adjourned at 7:30 p.m.

Cornelia Mueller, the Navy Co-Chair, opened the meeting and welcomed the group.

APPROVAL OF PREVIOUS MINUTES

The minutes from the July meeting were approved.

NUSC FEASIBILITY STUDY

Tim Smith (Tetra Tech) presented a summary of the Navy’s recent work at the NUSC (Naval Underwater Systems Center) Disposal Area. A Feasibility Study (FS) is underway The FS is used to develop, screen, and evaluate remedial action alternatives for the site. Contaminated surface soil, subsurface soil, sediments, and groundwater at the site will be addressed. Potential alternatives to protect human health and the environment include excavation, covers, land use controls, and monitoring of surface soil, sub-surface soil, and sediment, and treatment (e.g. bioremediation or chemical oxidation), land use controls and monitored natural attenuation (MNA) of groundwater. Once selected, the Navy will provide the information for public comment. The handout is provided as enclosure (2).

IR PROGRAM BUDGET UPDATE

Budget information (enclosure (3)) included an update on projects executed in fiscal year 2010 (Oct 2009 through Sep 2010) that totaled $2.25M. The Navy saved nearly $1.5M in 2010 by using historical information for Tank Farm 3 (to complete the Study Area Screening Evaluation) rather than performing an actual field investigation; optimizing operation and maintenance activities at the McAllister Point Landfill; and due to schedule delays at Gould Island.

The Navy tentatively plans to spend nearly $4.4M in Fiscal Year 2011 (Oct 2010 through Sep 2011) on projects that include the PRAP (Proposed Remedial Action Plan), ROD (Record of Decision) and RD (Remedial Design) for NUSC, the Remedial Investigations and Feasibility Studies for the Carr Point Shooting Range and Tank Farms 1 through 5, the FS for Gould Island, and the RD for Derecktor Shipyard.

FIVE-YEAR REVIEW

The Five-Year Review Fact Sheet was mailed to the RAB members in August (see enclosure (4)). The Fact Sheet is a summary of the Five-Year Review Report. Five-Year Reviews are required by CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act) when hazardous substances remain onsite above levels which permit unrestricted use and unlimited exposure. Five-year reviews provide an opportunity to evaluate the implementation and performance of a remedy to determine whether it remains protective of human health and the environment. Generally, reviews are performed five years following the initiation of a CERCLA response action, and are repeated every five years as long as future uses remain restricted.

BRAC UPDATE

OTHER BUSINESS

Cornelia announced that she will be taking a two year assignment at the Naval Support Activity in Crete, Greece, starting sometime in November.

Dan Sullivan requested an updated version of the site progress chart. A new version is included as enclosure (5). The progress chart also includes a column that lists the NAVFAC (Naval Facilities Engineering Command) MIDLANT (Mid-Atlantic) RPM (Remedial Project Manager) responsible for the site.

FIELD WORK UPDATE

Cornelia reported that field work will take place at Tank Farm 1 (by DESC/DLA) and the Old Fire Fighting Training Area (revetment construction).

COMMITTEE REPORT

Thurston Gray reported that 9 of 18 members were present at the meeting.

The next meeting of the RAB will be held on November 17, 2010 at 6:00 p.m.
